The following is information gained from the noted local official regarding local fire sprinkler requirements, more stringent than state law.
 
A Sprinkler system in required in all new buildings greater than 5,000 square feet except R-3.

A sprinkler system is required throughout any existing building where an addition increases the size of the building to greater than 5,000 square feet; except R-3.

A sprinkler system is required throughout in any existing building greater than 5,000 square feet when any remodel or addition is done that requires a building permit; except R-3.

We have an ordinance that requires everything, except single family, over 5k square feet to be sprinkled. This cannot be avoided by putting in area separation walls or anything else.

Installed per 13, 13R and 13D but required for all construction over 6000 sq. ft. (Fire alarms in all construction over 3000 sq. ft.) R-3 occupancies are accepted. This applies to new construction or to remodels that equal or exceed 50% of the assessed value, or to change of use.
 
We sometimes allow 13 D systems as mitigation in R-3 construction that exceeds distance to hydrant or access requirements. Those are reviewed on a case-by-case basis. Sprinklers are not allowed to mitigate more than one deficiency and are not considered as mitigation if they are already required.

    buildings?
  • For existing buildings retrofitting is required if the building would be required to be sprinklered if new (see above) and alterations exceed 50% of the existing valuations and/or an addition in excess of 25% of the building is made. The 25% addition is a one-time exemption.

We have an ordinance that requires fire sprinklers be installed throughout all buildings thirty-five or more feet in height or 10,000 or more square feet in gross floor area, provided a four-hour fire area separation wall with no openings and a 30-inch parapet maybe used to maintain the maximum gross floor area below 10,000 square feet.

1. We adopted Snohomish Counties sprinkler ordinance. 10,000 sq. ft. for commercial except B's, and 5 or more units on residential. M's can have up to 10,000 sq. ft. on each of 2 floors. Next code cycle I plan on eliminating those two "exceptions"
2. No requirements for existing.
3. We do use the "alternate method" for water supply and access. We don't have anything set down or in writing, make them come to us, case-by-case basis. Travel distance to hydrants is another situation where this comes up, another 100' of 5" for a sprinkler system is OK with me (I don't have to pick it up).

We don't have any specific ordinances that are more restrictive than state minimums. However, we regularly use sprinkler systems for residential development where we have substandard (or no) fire flow or where access standards cannot be reached. R-3 subdivisions and multi-family (duplex and up). We also use a limited supply sprinkler system concept for commercial development in rural areas where fire flow is unavailable.

SINGLE FAMILY
-Garage sprinklers (4-head design) required for 13-D with occupied space above attached garage and fdc is required. At least one side-wall head to cover the 20 minute door on attached garages with no occupied space above.
All 13-D's require a (combination) 2" meter and 2" supply line. The occupant is only charged for the size meter required as determined by the plumbing fixture count. Drain and test line must be plumbed to an approved interior drain or to the outside no hose bibs allowed. Garage heads with a K-Factor of 5 or more require an fdc and pipe schedule to supply.

R-3's over 9,999 sq. ft require a 13 system.

MULTI FAMILY

  • No 13R for R-1 over 3 units.
    Existing buildings must be maintained and tested according to the Uniform Fire Code and NFPA 25. Remodels 50% or more require the system to be updated to latest Standard.
  • Class III Standpipes and a full manual and automatic fire alarm system are required where access is compromised, regardless of size, construction or Occupancy Type.
  • Factory Mutual bracing is required for High Seismic Areas

Sprinkler systems are required to be installed once the structure reaches 10,000 sq. ft (unless the code has a lower threshold established i.e. H-4 is 3000 sq. ft.) We also do not allow the use of 2 hr. walls to create separate buildings for the purposes of determining sprinkler requirements.
For existing buildings if they choose to add on and they are at or beyond 10,000 sq. ft. we require them to retrofit.
We allow sprinklers to mitigate deficient fire flow and also allow the use of 13-D sprinkler systems in Single Family residences in lieu of the traditional cul-de-sac (we would allow hammerhead type turnaround, signage "NO PARKING-FIRE LANE", and sprinkler systems in all the dwelling units).

New Construction & major improvements:
An automatic sprinkler system shall be installed throughout every building classified as a Group R, Division 1 occupancy which exceeds 5,000 square feet or exceeds two stories in height (for the purposes of this section, a structure with two stories and a basement shall be considered as exceeding two stories.) An automatic sprinkler system shall be installed throughout every apartment house that contains five or more dwelling units, and every hotel, motel, and congregate residence which contains six or more guest rooms. Residential or quick-response standard sprinkler heads shall be used in the dwelling units and guest-room portions of the building, and sprinkler heads shall be provided to protect exterior exit balconies and covered exterior exit stairways.
For the purposes of this UBC SECTION, area separation walls shall not define separate buildings.
Type V -1hr construction allowed up to 5 stories if protected with NFPA 13 fire sprinklers.
Marine facilities: substructures (piers, wharves) and superstructures are required to have NFPA 13 protection.
Existing Structures:
Existing R-1ís that are five units or more or 3 or more stories or over 5,000s.f. must be protected by NFPA 13R systems when substantially remodeled or sustain significant damage due to a fire. Significant/substantial is determined if the ceilings/walls are opened up facilitating the installation of piping.
New and existing hotels/motels with 6 or more units are/were required retrofitting with a 13R sprinkler system. (Existing hotels completed in 1997)
